The reorganisation plan considers multiple factors, including area, population, transport connectivity, history, culture, ethnicity, religion, customs, location, natural conditions, economic development, defence-security, and information technology infrastructure.

At the conference, delegates affirmed that reorganising commune-level administrative units aligns with the Party and State’s policy to streamline government apparatus and enhance the effectiveness of local governance.

In his concluding remarks, Ha Giang Chairman Phan Huy Ngoc emphasised that reorganising administrative units is an important political task requiring strong and coordinated involvement from the entire political system and the public.

He instructed relevant agencies to continue their research, gather opinions from delegates, and collect public feedback to refine the commune-level administrative unit reorganisation plan, ensuring it is both practical and feasible.
