People’s Committee convenes meeting to implement Party chief’s directions
BHG - Ha Giang Provincial People’s Committee held a meeting on February 17 to implement tasks assigned by Party General Secretary To Lam during his working visit to the province.
The meeting was chaired by Hoang Gia Long, member of the Provincial Party Committee's Standing Board and Permanent Vice Chairman of the Provincial People's Committee.
At the meeting, leaders of the Department of Construction reported on the draft master plan for relocating the centre of Coc Pai Town (Xin Man District) from landslide potential area. The Department of Agriculture and Rural Development presented a draft project for relocating residents from areas at high risk of landslides in Coc Pai Town. The Department of Health proposed a project for a provincial General Hospital.

The Department of Transport reported on investment plan for Phase 2 of the Tuyen Quang – Ha Giang Expressway project, covering the section from Tan Quang to Thanh Thuy International Border Gate, as well as the project on upgrading national highways in the province for the period 2026 – 2030.
The Provincial Management Board of Investment Projects updated the progress of Phase 1 of the four-lane Tuyen Quang – Ha Giang Expressway project.
After listening to discussions from representatives regarding timelines, funding, locations, and investment forms for the projects, Vice Chairman Hoang Gia Long concluded that for Phase 2 of the Tuyen Quang – Ha Giang Expressway project will be implemented under the public-private partnership (PPP) format, with a design of four lanes combined with smart traffic systems. The starting point will connect to Phase 1 of the expressway, and the ending point will connect to the Thanh Thuy Economic Zone. The project’s total estimated investment is estimated at 15 trillion VND.
Regarding the provincial General Hospital project, he agreed with the proposal from the Department of Health, in which the hospital will be constructed at Dao Duc Seed Centre, with a capacity of 1,000 beds and a total investment of about 2.5 trillion VND. The province proposed that an investment of 1.2 trillion VND from the State budget for infrastructure. The project will make use of the present equipment within the existing hospital.
Regarding relocation projects of Coc Pai Town, Vice Chairman Hoang Gia Long requested that the Department of Construction and the Department of Agriculture and Rural Development to clarify the basis for implementing relocation plans in landslide risk areas in the town. In the short term, they should develop an urgent relocation plan for 44 households in high-risk landslide areas before this year's rainy season; devise localised and overall relocation plans for Coc Pai Town; and assess potential relocation sites considering landslide risks, scale, and area.
