Ha Giang opens the 20th session of the 18th Provincial People’s Council
BHG - The 20th session of the 18th Ha GiangProvincial People’s Council convened on the morning of December 12, focusing on mid-term public investment policies for the 2021–2025 period. The session, chaired by the provincial leadership, included the participation of Acting Secretary of the Provincial Party Committee Nguyen Manh Dung. After 2.5 days of work, the session concluded, adopting significant resolutions.

According to reports, the total mid-term public investment budget for the 2021–2025 period exceeds 17,948 billion VND, funding 52 approved projects. Delegates discussed critical challenges such as delays in investment procedures, compensation, and site clearance, as well as subpar project management. Proposed solutions included expediting project progress, disbursing funds early in the fiscal year, streamlining administrative procedures, improving oversight and project management, and strengthening accountability for individuals and organisations involved.

The session passed 35 resolutions, including 30 thematic resolutions in areas such as land management, internal affairs, budgeting, socio-cultural issues, and operations of the Provincial People’s Council. These resolutions are seen as crucial for creating a legal framework to foster economic development and address challenges faced by citizens and businesses.
In his closing remarks, Chairman of theProvincial People’s Council Thao Hong Son emphasised the importance of 2025 as a pivotal year for accelerating the implementation of the Provincial Party Congress’s 2020–2025 Resolution and other central policies. He urged all levels and sectors to meet their targets with solidarity, creativity, and determination. The key priorities include strengthening organisational structures, advancing administrative reforms, improving the investment environment, developing urban and transportation infrastructure, and enhancing education, healthcare, and job creation.
The Chairman requested the Provincial People’s Committee to allocate targets and tasks clearly at the beginning of the year. He also called on the Council’s Committees to innovate their working methods, improve the quality of oversight, and ensure council members actively engage with voters, address concerns, and report back on session outcomes.
The Provincial People’s Council reaffirmed its commitment to improving effectiveness, resolving developmental bottlenecks, and collaborating with the Provincial People’s Committee and political system to achieve the highest socio-economic development goals. These efforts aim to fulfill the resolutions of the 17th Provincial Party Congress and the socio-economic development plan for the 2021–2025 period.
