Yen Minh fulfils tier-4 urban area criteria

BHG - The resolution of the 18th Yen Minh District Party Congress set the goal of developing Yen Minh Town to meet the criteria of a tier-4 urban area during the 2020-2025 term. To date, the town has achieved 81.1 out of 100 points, meeting the requirements for recognition as a tier-4 urban area.

Yen Minh Town is located about 100 kilometres from Ha Giang City and is one of four central urban areas in the Dong Van Karst Plateau Global Geopark region. With an area of 1,728 hectares and a population of 12,000, the town plays an important role in tourism development and connects the tourist areas of Quan Ba, Dong Van and Meo Vac via National Highway 4C.

Implementing Resolution No. 23-NQ/TU (dated December 23, 2021) of the Provincial Party Committee Standing Board, the Provincial People’s Committee issued Decision No. 2500 on December 30, 2022, approving Ha Giang Province’s Urban Development Programme until 2035. During the 2021-2025 period, Yen Minh received priority investment of over 100 billion VND for infrastructure upgrades to meet the standards of a tier-4 urban area.

According to regulations, urban classification is based on 5 criteria (63 standards), including socio-economic development position and role (20 points), population size (8 points), population density (6 points), non-agricultural labour ratio (6 points), and infrastructure and urban landscape (60 points). Upon evaluation, Yen Minh Town has achieved a total score of 81.1 points, which is sufficient for it to be recognised as a tier-4 urban area.

Some notable achievements include annual economic growth of 7.73%, monthly per capita income at 0.98 times the national average, nearly 98% of people having permanent housing, 59.17% non-agricultural labour, 98% of residents using clean water, and 95% of solid waste being collected and treated.

According to the prime minister’s Decision No. 1339 (dated November 13, 2023) regarding Ha Giang Provincial Planning for 2021-2030 with vision for 2050, Yen Minh maintains an important role in the Dong Van Karst Plateau region. With continuously improving urban features, the living standards gap between urban and rural areas is gradually narrowing.

Hoang Van Mam, Chairman of Yen Minh Town People’s Committee, stated: “Being recognised as a tier-4 urban area will create development momentum, helping the town increasingly affirm its role as the district’s economic, cultural and social centre both now and in the future.”
