Ha Giang climbs the administrative procedure rankings

BHG - Proactive and creative administrative procedure reforms have helped Ha Giang Province rise in the national administrative reform rankings. With the goal of placing people at the centre for public service, the province has implemented numerous groundbreaking reforms, contributing to the development of a transparent and efficient administration that better serves the people.

Currently, the province applies 1,952 administrative procedures, of which 256 have been simplified, reducing processing time by 30%. The province has also implemented a "one-stop-shop" mechanism for 1,780 procedures and 625 procedures under an interconnected mechanism. Notably, 1,872 public services have been standardised and made available online through the Provincial Administrative Procedure Resolution System and the National Public Service Portal, achieving a 95.9% digitalisation rate. More than 400 public services no longer accept paper applications and are processed exclusively through digital platforms.

Regarding the one-stop-shop model, the province currently has 201 one-stop sections, reducing four at the commune level. The pilot streamlining of one-stop units in communes and towns has improved the quality of administrative procedure resolution, reduced investment costs, and maintained the information technology system. Agencies and units handling administrative procedures have implemented document digitisation, reaching a rate of 86.91%, with electronic administrative procedure processing at 83.99%.

Digital transformation in administrative procedures and public service delivery has achieved many positive results, enhancing citizen and business satisfaction. According to the 2024 service quality assessment index, the Provincial People's Committee scored 85.27 points, ranking 8th out of 63 provinces and cities. The Ministry of Information and Communications also ranked the province at C level, an improvement of 48 places compared to 2023.

This result is evidence of the province's determination in administrative reform, enhancing the effectiveness and efficiency of the state apparatus, facilitating businesses, promoting economic development, and improving people's livelihoods.
