Efforts made to promote digital transformation for comprehensive development
BHG - Digital transformation has been identified as a crucial factor in promoting economic and social development, and Ha Giang province has implemented various solutions to build a digital government, digital economy, and digital society to meet the growing demands of its people and businesses.
According to Resolution No.18 by the Provincial Party Committee on the digital transformation plan for 2021-2025, with a vision until 2030, the province has focused on investing in infrastructure and standardising administrative procedures while encouraging citisens and businesses to apply digital technology in production and business activities.

Chairman of the Provincial People's CommitteeNguyen Van Son, emphasised that digital transformation has been implemented decisively and uniformly across the province, achieving positive results in all three pillars including digital government, digital economy, and digital society. Specifically, the digital government has improved the effectiveness of state management agencies and enhanced the quality of public services. The province ranked 17th out of 63 provinces and cities in terms of service to people and businesses. The rate of online records reached 82%, and the rate of records with online payment transactions exceeded 90%. Ha Giang has also completed the implementation of an integrated reporting information system which was connected with the national reporting system, launched a paperless meeting system, and built the 3.0 version of e-government.
In the economic sector, 100% of agricultural households have been trained and participated in e-commerce platforms, and all of the province's OCOP products are available on e-commerce platforms. The 4.0 market models and cashless payment systems have been implemented in many areas. Moreover, 100% of businesses in the province have used electronic invoices; meanwhile, all communes, wards, and towns have fiber optic cables with nearly 99% mobile coverage.
However, for digital transformation to truly bring comprehensive benefits, placing the people at the centre is a key factor. Deputy Director of the Institute for Information and Communications Strategy Tran Minh Tan stated that digital data is an important resource and must be synchronised nationwide to create new value in the digital transformation process. Ha Giang has published the 3.0 e-government architecture and a data-sharing and integration platform, contributing to connecting data seamlessly, reducing resource waste, and promoting the effective development of digital government.
The achievements in digital transformation have brought about tangible benefits, enhancing the effectiveness of state management and the province's socio-economic development. Ha Giang has been asserting its position in the digitalisation process, with the goal of becoming a relatively developed socio-economic province in the Northern Midland and Mountainous Region by 2030.
