Ha Giang jumps 48 places in quality evaluation for information systems on handling administrative procedures

BHG - According to the results of the quality evaluation for information systems on handling administrative procedures at the ministerial and provincial levels in 2024, as announced by the Ministry of Information and Communications, Ha Giang Province has been scored C level, ranking 12th out of 63 provinces and cities, up 48 places against the result in 2023 when the province was listed 60th out of 63 provinces and cities.

This year, the assessment was made based on six groups of criteria: function, structure and layout; performance; information security; convenient access to information; connection to the system monitoring and measuring the level of supply; and use of digital government services - EMC.

On a scale of 1 to 100, Ha Giang scored 72.5 points, ranking C. No province or city achieved A or B (80 points and above).

In particular, Ha Giang scored 38.75/50 points in the function criteria, ranking 6th out of 63 provinces and cities.

The impressive results were attributed to the province’s drastic implementation of many synchronous solutions in administrative procedure reform, such as establishing the Provincial Public Administration Service Centre; reviewing, streamlining and simplifying many administrative procedures to help increase the rate of administrative procedures resolved correctly and before the deadline to over 98%; digitalising administrative procedures; implementing the "5 on-site" model (receiving, appraising, approving, stamping, issuing, announcing results). The satisfaction rate of people and businesses in receiving and resolving administrative procedures of the province is always over 96%.

The list of administrative procedures announced by the province has an additional column titled “Time to process in Ha Giang Province”. The provincial authorities have also stipulated the provision of online public services, digitisation of records, and electronic internal procedures in one decision.

Efforts have also been made to strengthen the application of information technology, deploy online public services, and announce a list of 615 full-process online public services. The usage rate for online public services has reached 94.7%.

The results of the quality evaluation for information systems on handling administrative procedures at the ministerial and provincial levels in 2024 will help ministries, branches and localities review their current situation and limitations to identify and work out solutions to improve the quality and efficiency of providing online public services in the coming time.
