Ha Giang advances on public administration reform index
BHG - The Public Administration Reform (PAR) Index of Ha Giang Province made a big jump to number 23 among 63 provinces and centrally-governed cities in 2023, the highest year score and rank since the index was released by the Ministry of Home Affairs in 2012.
In 2022, Ha Giang’s PAR Index fell in both score and rank, standing at 40/63, but the province climbed by 17 places to 23/63, with a score of 87.73% in 2023.
A breakdown of Ha Giang’s PAR Index shows that six out of eight fields witnessed rises of 1-40 places compared to 2022. Public finance reform jumped six notches to 19/63, institutional reform climbed 35 notches to 7/63 and public duty reform increased 40 notches to 9/63.
For the impact of administrative reform on people, organisations and socio-economic development, Ha Giang ranked 19/63, up 34 places. This content assessed five criteria, namely the degree of investment attraction, enterprise development, annual budget collection, the implementation of socio-economic development targets and the satisfaction index of public administrative services (SIPAS).
Ha Giang’s SIPAS jumped sixplaces to 31/63 provinces and centrally-governed cities, 6/14 northern mountainous provinces and 2/7 northern mountainous and border provinces. This result clearly demonstrates the efforts of all levels in administrative reform, which places people and their satisfaction at the centre.
The three areas that people wish for the most improvement from the government include enhancing the quality of receiving and handling people’s feedback, reports and suggestions, enhancing the quality of online public service delivery and enhancing the effectiveness of local governments, of which all achieved scores of over 80%.
