Digital transformation – a driving force for development

BHG - Ha Giang has been accelerating digital transformation, considering it a key driver for economic growth and improved quality of life. Under the motto “Digital transformation – a crucial driving force for developing productive forces, perfecting production relations, and ushering the country into a new era”, the province is implementing comprehensive solutions to better meet the needs of residents and businesses.

Implementing Resolution No.18 of the Provincial Party Committee on digital transformation for the 2021–2025 period, with a vision toward 2030, Ha Giang focuses on three pillars: digital government, digital economy, and digital society.

For digital government, the province is enhancing e-government systems to improve the efficiency and productivity of state agencies while upgrading public services. In 2024, Ha Giang ranked 17th out of 63 provinces and cities in the Public Service Index for citizens and businesses. The province achieved an 82% online application rate and over 90% online payment transactions. It has also launched an integrated reporting information system connected to the National Reporting System and implemented paperless meetings with the 3.0 e-government architecture.

Regarding the digital economy, Ha Giang has met key targets, including 100% of agricultural production households having accounts on e-commerce platforms and 100% of OCOP products listed online. The province has implemented the “4.0 Market” model, enabling cashless payments at central markets in districts, communes, wards, and towns. Local businesses have fully adopted electronic invoicing, while nearly 99% of villages have mobile network coverage, and 100% of communes and wards have fibre-optic connections. Digital communication efforts have been strengthened, spreading awareness and promoting a digital transformation mindset among residents and businesses.

Digital transformation has reshaped organisations’ and individuals’ working and production methods across the province. To ensure this transformation is comprehensive, inclusive, and beneficial, placing citizens at the centre has been identified as a key priority. Ha Giang has introduced the 3.0 e-government architecture and a data-sharing integration platform, ensuring seamless connectivity between provincial systems and national databases. Through digital transformation, the province has been not only increasing productivity and reducing costs but also unlocking new growth opportunities and creating value beyond traditional frameworks.

With its achievements, Ha Giang is gradually affirming its position in the digitalisation process, promoting the province's image, driving socio-economic development, and laying a solid foundation for further breakthroughs and acceleration in its digital transformation journey.
