Comprehensive digital transformation

BHG - Comprehensive digital transformation is essentially the goal Xin Man District is implementing with high determination and synchronous and drastic solutions in all areas. Despite many difficulties, with the efforts of the entire political system from the district to the grassroots level, digital transformation has had many positive changes in 2024.

From the beginning of the year, the District Digital Transformation Steering Committee has identified this as a breakthrough solution, a key task to promote socio-economic development, ensure national defence and security, build a clean and strong Party and political system, and improve the quality of life of the people. The district has focused on three pillars: digital government, digital economy, and digital society. The deployed digital platforms include online public services, non-cash payments, electronic invoices, online teaching, electronic identification and authentication, agricultural value chain management, etc.

E-government is built with the improvement of document quality, promotion of information technology application, improvement of investment environment, and improvement of public service quality. Administrative procedure reform is effectively maintained under the one-stop shop mechanism, helping Xin Man to rise to the top of 11 districts and cities in terms of service index for people and businesses. 100% of educational institutions have broadband internet, connecting education sector data, the rate of medical examination and treatment using ID cards reached 99.97%, and 98% of electronic health records have been connected.

In the field of digital economy, the district supports enterprises, cooperatives, and business households to bring 3 and 4-star OCOP products to e-commerce platforms such as Voso.vn, PostMap.vn, and Smartgap.vn. Many typical products of the district such as Gia Long vermicelli, Che La Shan Tuyet tea, cardamom honey, and Quang Nguyen sticky rice are available on digital trading platforms, helping to increase product value and expand the market.

Many effective digital transformation models have been replicated such as digital transformation and digital payment communes in Nam Dan, Chi Ca, and Trung Thinh. 100% of commune officials and civil servants use virtual assistant software and are trained in digital payment and information technology. The district also converted subscribers from 2G to 4G, reviewed areas with low signal strength to supplement infrastructure, and provided public telecommunications subscribers to poor and near-poor households.

Youth Unions at all levels have deployed many models to support digital transformation such as QR Code popularisation and posting products on e-commerce platforms. The startup idea “Xin Man ethnic costume dolls” won first prize in the Ha Giang Province startup idea contest in 2024. Artificial intelligence (AI) has been applied in reports, videos, and communication images.

Chairman of the District People’s Committee Nguyen Tien Hung emphasised that digital transformation work is being implemented synchronously, with strong participation of Party committees, authorities, businesses, and people. The district has focused on training on digital infrastructure, smart cities, information technology skills, and information security, thus creating a solid foundation for development in the digital age.
