Breakthrough from management government to service government

BHG - Administrative procedure reform is an urgent requirement to build a rule-of-law state, and serves as a key measure of the service effectiveness of governments at all levels. Ha Giang Province has clearly identified the viewpoint of shifting from management government to service one, focusing on people and businesses, aiming for a modern, transparent, and effective administration.

In the period of 2021-2025, the province has implemented many plans to review and simplify administrative procedure such as shortening processing time, reducing dossier components, and promoting online public services. Specifically, hundreds of procedures in areas such as judicial records, business, and population management have been simplified. Specifically, 543 administrative procedures have been implemented completely in the digital environment, without using paper documents, contributing to saving time, reducing costs and improving transparency.

The Ha Giang Provincial People's Committee has also increased the information transparency on administrative procedures, provided 648 full-process online public services, 1,256 partial services, allowing submission and receipt of results at any administrative level in the province. The province has operated the information system for handling administrative procedures iGate since June 2023, connecting with 24 national databases, providing tens of thousands of accounts for officials and people. This system helps shorten processing time, reduce manual operations, and improve the user experience.

From 2021 to present, millions of records have been processed with an on-time or early completion rate nearing 100%. The digitisation rate of administrative procedure results in 2024 reached 90.02%, and has climbed to 91.96% in the first quarter of 2025. The province has also digitised all civil status data, creating a solid foundation for population data. At the same time, it also deploys real-time public service quality assessment index, achieving a score of 85.60 out of 100 in 2024, ranking 10th out of 63 provinces and cities, a sharp increase compared to 2022.

These achievements affirm the province's strong determination in administrative reform, digital transformation and serving people and businesses, creating a solid foundation for sustainable socio-economic development in the future.
