Ha Giang aims to cut 30% of administrative procedures for citizens and businesses

BHG - Ha Giang Province has issued a plan to reduce and simplify administrative procedures related to production and business activities, while enhancing the quality of online public services in 2025.

The move comes in accordance with the central government’s directives on administrative reform, breakthroughs in science and technology development, innovation, and national digital transformation.

The guiding principle is to use citizen and business satisfaction as a benchmark for the quality of public administrative services at all levels.

Accordingly, Ha Giang aims to reduce at least 30% of unnecessary business investment conditions and cut at least 30% of the time and compliance costs associated with administrative procedures.

Notably, 100% of business-related administrative procedures will be conducted online in a seamless manner, without being limited by provincial administrative boundaries.

In terms of public service quality, at least 50% of fully online public services will meet criteria for accessibility, user-friendliness, high processing speed, and information security and safety. The goal is to achieve 90% user satisfaction with online public services.

To achieve these targets, the province will accelerate the restructuring of administrative procedures within the digital environment; digitise 100% of records and administrative outcomes; and build data-sharing platforms that connect various state administrative agencies.

Ha Giang will also deploy models such as online public service agencies, public administration support kiosks, and digital authentication services for copies from originals, aiming to increase access to public services for residents in remote and mountainous areas.

The reform effort will include reducing and simplifying administrative procedures in tandem with streamlining the organisational structure of administrative bodies, and expanding administrative procedure implementation independent of geographical jurisdictions.

All levels and sectors are expected to proactively review and simplify administrative procedures, particularly those requiring same-day processing, ensuring that applications can be handled at any one-stop service centre within the province.
