Public service culture builds professional administration
BHG - Public service culture is an important pillar in the State's Public Administration Reform (PAR). The province has synchronously deployed solutions to improve public service culture towards a professional, transparent and effective administration, while putting people at the centre.
Imbued with the teachings of President Ho Chi Minh, the province pays special attention to building a team of cadres, civil servants and public employees, focusing on their ethics, knowledge and public service behaviour.

The majority of cadres, civil servants and public employees are dedicated, responsible, and constantly studying to improve their expertise, while strictly complying with the agency's regulations and fulfilling the commitment to "Studying and following President Ho Chi Minh's ideology, ethics, and style".
For work related to people and businesses, they always maintain a respectful, polite attitude, enthusiastically guiding and resolving problems.
In particular, models on public service culture in the districts of Quang Binh and Bac Quang or the movement to tighten administrative discipline in Hoang Su Phi have created a positive effect, increasing people's satisfaction. Civil servants always ensure to dress neatly, politely, and in accordance with regulations.
Special sectors such as the Inspectorate and the Police strictly comply with the wearing of industry uniforms, contributing to building a professional image and increasing recognition in law enforcement.
The public administration performance index in 2024 show that the Provincial People's Committee achieved 85.32 points, ranking 12th out of 63 provinces and cities (up 2 places compared to 2023).
The satisfaction rate in handling feedback and recommendations reached 100%, while receiving and resolving administrative procedures reached 97.55%. Public education and public health services also received high satisfaction rates, at 92.87% and 97%, respectively.
To maintain order and discipline, the province has established inspection teams for administrative reform and public service culture at many agencies and localities. Through inspection, the majority of civil servants and public employees strictly complied, however, there were still some limitations such as delays in handling administrative procedures, thus failing to satisfy the people and businesses.
Public service culture is not only a fundamental element of a professional administration but also reflects the dedication and responsibility to serve the people. Maintaining and improving services requires the determination and consensus of civil servants and public employees, contributing to building an image of a friendly, disciplined, responsible and effective administration.
