Administrative reform: a driver for Ha Giang’s comprehensive development
BHG - The year 2024 marks significant progress in Ha Giang Province’s administrative reform efforts, with various synchronised solutions ranging from institutional reform and organisational restructuring to administrative procedures and the development of e-government and digital government.
Through these efforts, the province has not only enhanced management efficiency but also improved citizen and business satisfaction, enhanced the business investment environment, and created strong momentum for development.

The Provincial People’s Committee has issued 110 legal documents, perfecting the legal framework for socio-economic management. The review of legal documents is conducted regularly, identifying and amending conflicting and overlapping documents.
Regarding digital government development, the province has expanded its dedicated data network, completed investment in the Local Government Service Platform (LGSP), and achieved mobile coverage in 98.89% of villages, creating a foundation for comprehensive digital transformation.
Ha Giang currently has 1,952 administrative procedures, of which 256 have been simplified, and 1,872 procedures are provided online (95.9%), including 405 completely paperless public services. The digitisation rate of administrative procedure documents and results reaches 75.35%, with over 200,000 online applications and 61,000 online payment transactions.

These efforts have elevated Ha Giang to 12th place among 63 provinces and cities in terms of service quality for citizens and businesses in administrative procedures, up two places compared to 2023.
The satisfaction rate in administrative procedure resolution reaches 97.55%, with 100% feedback and suggestions handled. Ha Giang has also risen to 12th place among 63 provinces and cities in the quality of its Administrative Procedure Information System, up 48 notches from the previous year.
In organisational restructuring, the province reduced public service units from 897 in 2015 to 774 units. After reorganisation, the number of provincial departments and equivalent agencies decreased from 19 to 14, while district-level departments were cut from 132 to 109. This streamlining helps eliminate functional overlaps and improves operational efficiency.
These steps not only lay the foundation for a modern, transparent administration but also demonstrate the province’s commitment to putting citizens and businesses at the centre. Through this, Ha Giang has built trust and consensus within the political system and community, aiming for sustainable development.
