Information technology applied in tax administration procedure reform

BHG - The Ha Giang Provincial Tax Department identifies the reform of administrative procedures as a key task to improve the business environment and increase state budget revenue.

The focus of this reform has been on businesses and taxpayers, considering them the primary drivers of change. The application of information technology has played a crucial role in enhancing operational efficiency, enabling taxpayers to easily access and perform administrative procedures through online platforms. To date, most taxpayers have been making use of online public services at levels 3 or 4 on electronic portals.

The Tax Department has achieved many positive results, with 100% of enterprises filing, paying, and requesting tax refunds electronically. The rate of cases resolved before or on time has reached 99.7%, with 83% of tax payment registrations with banks now done electronically, and 98% of household and individual taxpayers having registered for online tax services. This has not only helped reduce costs but also the workload and the number of paper-based files.

In addition, the Tax Department has boosted electronic inspections and audits, particularly focusing on the use of e-invoices to detect and prevent risks related to illegal invoices. The department has implemented e-invoices uniformly for businesses and individuals as mandated by the government and has also been managing tax for e-commerce activities. As of mid-September 2024, over 2,462 business establishments have registered to use e-invoices, with more than 26 million invoices issued.

The Tax Department has been also actively implementing Project 06/QĐ-TT of the government, aimed at accessing and utilising citizen data to facilitate tax management, minimising the need for taxpayers to provide information repeatedly. The department will continue to apply IT and modernise management methods to create a professional working environment, making it more convenient for businesses and citizens. This will contribute to improving the business environment, attracting investment, and promoting economic growth.
