Dong Van strives to pay social security without cash

Based on the list of beneficiaries currently receiving monthly allowances, the Department of Labour, Invalids and Social Affairs has coordinated with the People's Committees of 19 communes and towns as well as banks in the area to complete the account opening documents for beneficiaries with incentives such as:
No minimum balance requirement on the account, exemption of all fees on the payment account of beneficiaries receiving social security allowances, arrangement of transaction locations or authorisation of regular payment transactions in communes and towns where beneficiaries receiving social security allowances reside.
So far, the Department of Labor has paid the policy regime to these subjects in a non-cash form for 1,211 people, reaching 20.8%.
In the first seven months of the year, 1,097 applications for opening bank accounts for social security beneficiaries in communes and towns were collected, bringing the total number of applications received and the number of people with cards to 46.25%. To ensure non-cash payment, the specialised department has updated data on poor and near-poor households for 12,673 out of 12,673 people, reaching 100%.
Paying social security benefits without cash has many benefits, however, in the implementation process, besides the advantages, there are still many difficulties that need to be resolved. There are still many weaknesses in facilities, infrastructure, and transmission lines,especially in mountainous districts such as Dong Van.
According to statistics, the number of poor and near-poor households in the district accounts for over 80%. The number of people owning smart devices capable of connecting to the internet and using fixed internet is only about 10%, mainly concentrated in towns and commune centres.
In addition, the beneficiaries of support policies are mostly the elderly and vulnerable people who have many difficulties in using mobile devices as transaction tools; the ability to access and use information technology is still low, leading to many difficulties in using and accessing the internet to conduct transactions in the online environment.
