BHG - According to Instruction No. 08 of the Ministry of Public Security on the decentralisation of receiving and handling administrative procedures and online public service following the dissolution of district-level police units, from March 1, Commune-level police units meeting the required conditions can process a maximum of 35 administrative procedures and online public services for people, including the following areas: immigration management (four procedures); ID card issuance and management (16 procedures); electronic identification and authentication (one procedure); management of conditional investment and business lines on security and order (three procedures); and registration and management of road motor vehicles (11 procedures).

BHG - To streamline the administrative system, ensuring the seamless and uninterrupted processing of administrative procedures is an urgent requirement. At the Public Administration Service Centre (PASC), the number of citizens and businesses handling administrative procedures has increased significantly following the merger of agencies and units. However, the processing remains efficient and smooth. For instance, the Provincial Traffic Police Department took over issuing and renewing driver's licenses from the Department of Construction and promptly managed the transition without causing any delays.
