Promoting digital knowledge and skills for people

Recognizing that science, technology, innovation, and digital transformation are decisive and essential drivers of development in the new period, the provincial government is accelerating efforts to universalize digital knowledge and skills among the population.

 

To concretize the goals set out in Resolution No. 57-NQ/TW, the Provincial People’s Committee has issued Plan No. 82/KH-UBND to implement the movement “Digital Mass Literacy.” The initiative aims to popularize fundamental knowledge of digital transformation, equip citizens with essential digital skills, and advance the goal of building an inclusive digital society where no one is left behind.

The movement is being deployed widely to villages, hamlets, and residential groups, creating a province-wide campaign that encourages citizens to learn and practice digital skills, enabling active participation in the national digital transformation process. Government officials and Party members play a pioneering, exemplary role, helping spread the spirit of self-learning and turning digital literacy into a natural, self-motivated need for each individual. Mass organizations, including the Women’s Union, Youth Union, and Farmers’ Association, will directly guide the public in accessing and using online public services, digital payments, e-commerce, and digital utilities that serve daily life.

By 2025, the province aims for 80% of officials, civil servants, and workers to have digital transformation knowledge; 100% of students to be equipped with digital skills; and 50% of adults to achieve digital literacy on the VNeID platform. By 2026, these targets are expected to reach full coverage for all citizens.

A key focus is the application of digital technologies and artificial intelligence in learning, using online platforms to personalize content for different groups, especially vulnerable populations, the elderly, ethnic minorities, and residents of remote areas. The province also seeks to harness the roles of socio-political organizations, educational institutions, and technology enterprises to build a rich, accessible digital learning ecosystem.

Digital transformation is not only a global trend but also a top strategic mission for socio-economic development. The “Digital Mass Literacy” movement represents a practical step to implement central and provincial policies on breakthroughs in science, technology, and digital transformation. It also helps the province realize its ambition to become a leading locality in digital government, digital economy, and digital society.

To achieve this, the engagement of the entire political system, businesses, and all citizens is essential. Every resident is encouraged to continuously learn and strengthen digital skills, using technology as an effective tool to improve quality of life and increase productivity. Every official and Party member is urged to reach every neighborhood and household, guiding each individual with a high sense of responsibility to ensure the movement truly takes root and becomes a driving force for the province’s comprehensive socio-economic development.
