Primary healthcare facilities: Merging to become stronger

In line with the Party and State’s policy on reorganizing commune-level administrative units, Tuyên Quang’s health sector has completed restructuring its grassroots health stations to improve efficiency and better meet people’s healthcare needs. The consolidation is designed to align with new population scales, administrative areas, and to enhance investment in equipment and human resources at the primary care level.

In Son Vi Commune, the newly reorganized system now includes one main health station and two satellite points, staffed by 16 medical workers, including two doctors. Professional activities remain stable and uninterrupted. The station has proactively proposed additional equipment, including ultrasound machines, electrocardiogram machines, hematology–biochemistry–urinalysis testing devices, and communication-supporting office equipment, ensuring residents can easily access essential services close to home.

Meanwhile, in Minh Quang Commune, residents report that medical services continue as usual after the merger. The consolidation of three former commune health stations of Minh Quang, Phuc Son, and Hong Quang into one central station with satellite points helps optimize resources and raises expectations for improved service quality, particularly in specialized medical staff and modern equipment.

Province-wide, 1,743 personnel are currently working at grassroots health facilities, including 265 doctors. Since December, the health sector has deployed six doctors on temporary assignment to support commune-level stations for 12 months, with continuation planned for 2026. According to the provincial Department of Health, the restructuring has been completed under the management of regional medical centers, ensuring effective disease prevention and primary healthcare delivery.

Though the consolidation poses challenges, it also creates opportunities for comprehensive reform of the grassroots healthcare system, paving the way toward a modern, people-centered, and more responsive primary healthcare network.
