As the National Assembly debates Resolution No. 71-NQ/TW dated August 22, 2025, many delegates agree on the need for higher salaries and special allowances for teachers, especially in disadvantaged areas, to attract and retain qualified personnel and improve working conditions. The resolution places teachers at the center of educational development, bringing encouragement and hope to those serving in mountainous and border regions.

Resolution 71 is expected to motivate teachers to remain at their schools and classrooms.
Resolution 71 is expected to motivate teachers to remain at their schools and classrooms.

Resolution 71 stipulates increased allowances: at least 70% for teachers, 30% for staff, and 100% for teachers in extremely difficult areas, borderlands, islands, and ethnic minority regions. The policy not only improves personal income and living standards but also allows teachers to invest in teaching equipment, enhance education quality, retain staff, and attract young talent.

According to the Department of Education and Training, Tuyen Quang province has 1,054 schools, 1,803 satellite campuses, and 493,707 students, 78% of whom are ethnic minorities. Educational infrastructure remains limited, with many classrooms and teaching facilities below standard. The province currently faces a shortage of 1,326 teachers compared to staffing requirements and 3,794 compared to the standard quota. Resolution 71 is expected to create a breakthrough, improve education quality, and reaffirm the Party, State, and public’s strong commitment to the teaching profession.
