Digital government framework 4.0

On October 7, 2025, the People’s Committee of Tuyen Quang issued Decision No. 800/QD-UBND, marking the launch of the province’s digital government framework 4.0. This initiative represents a significant step forward in Tuyen Quang's digital transformation, with a clear focus on building an integrated, modern, and efficient digital government.

The province's roadmap targets 100% of public services to be available online by 2030, with 85% of administrative files processed digitally. The provincial technology infrastructure will be hosted on a cloud platform, ensuring flexibility, cost-efficiency, and high security.

According to Ho Thi Phuong Lan, Director of the Department of Science and Technology's Digital Transformation Office, the framework acts as a "compass" for government agencies, guiding the implementation of a digital government in a synchronized and scientific manner. The framework outlines how various government operations, from economic development to security and resource management, should be digitized and connected for efficient service delivery.

Tuyen Quang has already implemented key platforms such as a public service portal, interlinked electronic documents, and digitized specialty records. The new framework will help guide the province toward a more unified digital government, improving both service delivery and digital competitiveness. Recent rankings show progress, with Tuyen Quang improving its position in the Digital Transformation Index (DTI) and administrative performance.
