Ha Giang Provincial Police streamlines apparatus to improve operational efficiency
BHG - The Ha Giang provincial police have reorganised and streamlined the apparatus to improve operational efficiency.
According to Colonel Nguyen Duc Thuan, Director of the provincial police, the reorganisation process has been implemented synchronously, uniformly and on schedule.
The provincial police have dissolved the district police, consolidated leadership and command at all levels, and reduced 10 department and 14 deputy department heads. Some key officers have applied for early retirement or transferred to work at the commune level.

In addition, the Provincial Police mobilised 220 officers commanding professional teams to take on the commune police chiefs and deputy commune police chiefs’ positions. At the same time, they consolidated the team of 193 commune, ward and town police chiefs and 252 deputy commune, ward and town police chiefs.
Of the 726 district-level police officers, many competent people are assigned to specialised units at the department level. Some departments performing specialised tasks are transferred to the town police. The arrangement of officers is based on capacity, local situation and personal wishes.
Despite the large workload, the provincial police have completed the arrangement creatively and impartially, ensuring compliance with work requirements. In addition to assessing capacity according to the Ministry of Public Security criteria, the province also organises professional exams to arrange suitable officers.
Every year, officers rotate between border areas, remote areas and favourable areas to create development opportunities, while improving work efficiency.
At Minh Khai Ward Police (Ha Giang City), the force quickly got to work after implementing the new 2-level organisational model.
With the largest population in the city (more than 3,000 households, 13,500 people), the ward police have increased their numbers and assigned officers to monitor each residential area to ensure security and order. Captain Hoang Huy Du, Head of the ward police, affirmed that the unit will handle administrative procedures quickly, without affecting the people.
In the coming time, Ha Giang Provincial Police will continue to perfect procedures, regulations, and work plans from the provincial to the commune level. At the same time, the force will strengthen its close contact with the grassroots, advise the government to ensure security and order and promote socio-economic development in the locality.
