Prioritising policies to implement cross-border labour management agreement

BHG - In implementing the Cross-border Labour Management Agreement between Ha Giang (Vietnam) and Wenzhan District, Baise City, Guangxi Province (China), Ha Giang has issued and prioritised policies to support and promote cooperative relationships, contributing to improving the efficiency of job creation in the area.

Sending workers under the Cross-border Labour Management Agreement is of interest to Ha Giang and is considered an important, long-term solution in creating jobs, improving the skills of the labour force, and ensuring national defence and security in the province. Implementing this policy, relevant sectors have always created favourable conditions for businesses to participate in the activities of sending workers to China. In 2019 in particular, the Provincial People’s Council issued Resolution No.27 on regulating support for workers in Ha Giang Province to work abroad and outside the province. Accordingly, the subjects of application are workers from ethnic minority households, poor households, near-poor households according to the provisions of law, households whose agricultural land has been recovered, and relatives of people with meritorious services to the revolution residing in the province. Regarding the level of support for workers going to work in China, according to the Cross-border Labour Management Agreement between Ha Giang and Chinese localities is 1.5 million VND per person. Support for units and businesses allowed to send workers to China to work according to the agreement is 200,000 VND/per worker, sourced from the local budget.

After more than four years of implementing Resolution No.27, Ha Giang has supported workers and units by sending them to work outside the province and abroad, with nearly 5 billion VND in total support and over 3,000 supported workers.

The results of implementing Resolution No.27 of the Provincial People's Council will continue to be the driving force and solution to improve the effectiveness of implementing the Cross-border Labour Management Agreement. In the coming time, the province will continue to review and improve policies and laws related to sending labourers to work abroad in the new situation, improve the capacity and efficiency of state management of employment, and regularly inspect, monitor, and handle violations of the law contrary to the agreement.
