Chairman of Provincial People’s Committee works with General Director of EREX Vietnam Co., Ltd.

On the afternoon of September 25, Comrade Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee, received and worked with Member of the Board of Directors of EREX Corporation (Japan), General Director of EREX Vietnam Co., Ltd. Yasushi Saito, regarding the biomass power plant project in Tuyen Quang.

Overview of the meeting.

Attending the meeting were Mr. Nguyen Manh Tuan, Standing Vice Chairman of the Provincial People’s Committee; leaders of provincial departments and agencies; and representatives of Xuan Van commune.

Chairman Phan Huy Ngoc emphasized that Tuyen Quang consistently prioritizes investment attraction, noting that EREX is a major investor with nearly VND4,000 billion (approximately USD157.5 million) committed to the province, thereby contributing to economic growth and job creation. He affirmed the province’s readiness to facilitate legal procedures so that EREX’s projects, particularly the Tuyen Quang Biomass Power Plant, can be implemented promptly.

The project is situated in the Xuan Van Industrial Cluster, with a total investment of over VND 2,938 billion, spanning nearly 20 hectares and impacting more than 75 households. Construction is scheduled to begin in December 2025, and the plant is expected to commence commercial operations in the first quarter of 2028. Currently, Xuan Van commune and provincial agencies are expediting site clearance and compensation.

Mr. Yasushi Saito expressed his honor that EREX’s projects can contribute to the province’s development, while requesting support in overcoming challenges, particularly in site clearance, financing, and commercial electricity sales. He also highlighted Tuyen Quang’s strong biomass potential, describing it as a foundation for advancing clean energy projects.

Standing Vice Chairman Nguyen Manh Tuan noted that resettlement and compensation for affected households remain the biggest challenges, calling for optimal solutions to ensure timely progress. Provincial departments and Xuan Van commune also reported on ongoing legal procedures and proposed measures to coordinate with EREX in addressing obstacles.

Chairman Phan Huy Ngoc reaffirmed the province’s commitment to expediting site clearance, assigning the Provincial Land Development Center and Xuan Van commune to carry out the process. He also instructed relevant departments to accelerate legal procedures to enable groundbreaking in December 2025. The Chairman requested EREX to review its wastewater treatment plan to ensure compliance with environmental standards and urged the company to work promptly with the Ministry of Industry and Trade and Electricity of Vietnam on a commercial electricity sales plan.
