Efforts to createfavourable, green and sustainable investment environment

BHG - Ha Giang recorded five out of ten component indicators of the Provincial Competitiveness Index (PCI) and the Green Index (PGI) in 2023,with increases in points. This was a vivid demonstration of the drastic, dynamic and creative direction from the authorities at all levels, in improving the investment and business environment and building an environmentally friendly business ecosystem.

The above results showed that the province has made great efforts to improve and enhance the quality of economic management, towards promoting a favourable investment environmentfor businesses, with low market entry costs. This also includesa fair and equal competitive environment for small and medium enterprises in all aspects, from convenient access to land,information, personal income tax exemption and reduction and settlement of difficulties and obstacles. The implementation of regulations and administrative procedures has been quicker, reducing the burden of time and costs for the business community and investors. Dispute resolution procedures are fair and effective. In addition, the security and order have been maintained.

The province's PGIreached 15.67 points in 2022 but increased by an additional 4.78 points to 20.45 pointsin 2023. Through the PGI, the province has been making efforts to promote the private economic sector to act for the environment. The locality has also carried out environmental governance well,balancing economic growth and environmental sustainability goals, with a consistent viewpoint that the environment should not be traded for economic growth.

The province has been resolutely implementing many synchronous solutions to remove "barriers" to improve and enhance the PCI and PGI. In particular, the authorities have been promptly resolving difficulties in site clearance and implementing procedures related to land;publicly and transparently approving plans for inspection and examination of enterprises and combining inter-sectoral inspection and examination of contents, in an inspection and examination to avoid overlap and duplication;strengthening the training and fostering activities for cadres, civil servants and public employees, to ensure that they have the qualifications, capacity and morality to meet job requirements. The province has also been resolutely handling cases oftaking advantage of positions, powers and job positions to cause harassment and inconvenience to enterprises and investors.

Through the development of a specific action programme to carry out the plan toimprove its PCI and PGI in 2024, Ha Giang Province is gradually building an environmentally friendly business ecosystem. In addition, the locality is focusing on improving the investment and business environment opener, more transparent and attractive, towards creating favourable conditions and motivation for investment attraction, according to the motto of “Prosperous businesses - Developing Ha Giang”.
