Ha Giang sees slight decrease in PCI and increase in PGI index
BHG - The Vietnam Confederation of Commerce and Industry (VCCI) has recently announced the 2023 Provincial Competitiveness Index (PCI) and Provincial Green Index (PGI) of provinces and cities nationwide.
In 2023, the PCI of Ha Giang Province reached 64.13 points, down 0.85 points compared to 2022. Among the 10 sub-indices making up the PCI index, there were five sub-indices that posted advancement, scoring from 5.33 to 8.0 on a 10-point scale, including: Law and Order (8.0), Time Costs (7.63), Entry Costs (6.82), Policy Bias (6,14), and Business Support Policy (5,33). However, the other five sub-indices suffered declines, reaching only 4.62 to 6.89 points. In comparison to 2022, Proactivity saw the sharpest decrease (down 0.53 points), followed by Labour Policy (down 0.43 points), Transparency (down 0.36 points), Informal Charges (down 0.22 points), and Access to land (down 0.13 points).
Ha Giang Province’s PGI index hit 15.67 points in 2022 and increased by 4.78 points to 20.45 points in 2023. One out of four sub-indices of PGI reduced compared to 2022 figures, namely: Maintaining minimum environmental standards by firms. The remaining three sub-indices — Minimising the risk of climate hazards to firms, Environmental leadership by provincial governments, and Environmental incentives and support services by provincial governments — witnessed advances. This demonstrates efforts of the authorities from provincial to grassroots levels in building an environmentally friendly business ecosystem who refuse trading off the environment for economic growth.
The results of the PCI and PGI indices in 2023 provide the basis for Ha Giang Province to continue building policies related to investment and environment, towards the goal of green growth and sustainable development. At the same time, the province will work out groups of solutions to improve the investment and business environment towards openness and transparency, creating facilitation and motivation to attract investment according to the motto “Enterprise prosperity - Ha Giang development”.
