Implementing national resolutions and strategies, the province has introduced numerous programs and projects to improve workforce quality. Notably, the “Tuyen Quang Human Resources Development Program 2021 - 2025” and policies on talent attraction, postgraduate training support, and foreign language improvement adopted by the Provincial People’s Council have provided strong momentum for local human resource development.

According to statistics, Tuyen Quang has over 500,000 people of working age, with more than 60% employed in agriculture. From 2021 to 2025, the province organized vocational training for more than 90,000 workers, over 80% of whom secured stable employment after training. At the same time, the province has focused on high-quality human resources, annually sending hundreds of students to domestic and overseas universities, while thousands of officials and civil servants attend professional training courses.

In the digital transformation era, the province has emphasized training in IT, foreign languages, and digital skills for officials and workers. To date, 100% of officials and civil servants have email accounts and use digital signatures; 80–87% of public services are provided online at level 4, with nearly 90% of results returned electronically. The province also maintains 1,868 community digital technology teams with over 10,000 members, while more than 4,000 officials and civil servants have been trained in artificial intelligence (AI) applications.

The draft Political Report for the 1st Provincial Party Congress (2025 - 2030) sets ambitious targets: 100% of officials and civil servants trained according to job positions; 85% of leaders meeting political theory standards; and 70% of commune-level officials holding university degrees or higher. The province also aims to raise the proportion of trained workers to at least 72%, with 30% holding formal qualifications or certificates.

To realize these goals, Tuyen Quang is renewing vocational training programs aligned with business needs, expanding international cooperation, integrating new technologies, foreign languages, and soft skills into teaching, and investing in modern training facilities.

These efforts have brought about clear changes: improved labor productivity, the emergence of new industries, and better living standards for local people. They provide a solid foundation for Tuyen Quang to advance firmly in the new era.
