Efforts exerted to complete Yen Binh - Coc Pai road upgrade project

BHG - The Yen Binh - Coc Pai road upgrade project (DT.178) is being accelerated with the aim to complete on schedule. As the investor, the Department of Construction regularly monitors and urges contractors.

The project includes phase I (Km0 - Km27) and the construction of Ban Ngo Bridge (Km60 + 600), with a total investment of 654.99 billion VND. Starting construction at the end of 2023, the project is expected to be completed after two years, helping to connect Ha Giang with Lao Cai, increasing trade between the districts of Bac Quang, Quang Binh, and Xin Man as well as Ma Guan District (China) through the Xin Man - Do Long border gate. Local people are looking forward to the completion of the road to facilitate travel and transport of goods.

The project is divided into 3 construction packages. Currently, 97% of the site has been handed over, 97.8% of the foundation has been opened, and 35.6% of the road surface has been paved. The construction of the crushed stone road foundation has reached 73.4%; the horizontal drainage project has reached 90.8% completion; the longitudinal ditch, mechanical ditch and top ditch are being actively implemented. The negative slope retaining wall project has reached 88.4%. Of the 10 bridges, 8 bridges have completed important items. The disbursement rate has reached 50.1%.

Although the project is important to socio-economic development, the construction process is still facing many difficulties: Large traffic volume hinders construction; some technical infrastructure works such as electricity, water, and telecommunications need to be relocated or have their designs adjusted; site clearance is still slow because some households have not agreed on the compensation level; unfavourable weather affects progress; and construction materials are difficult to obtain due to incomplete exploitation licensing procedures. To overcome this, the investor had closely coordinated with the locality to flexibly adjust the construction plan. The Department of Construction sent staff to directly inspect and handle problems at the construction site. Local authorities have been actively resolving compensation disputes and supporting related procedures. Disbursement work has been reviewed to ensure timely payment, avoiding affecting the construction progress. Contractors have mobilised maximum machinery and workers, taking advantage of favourable weather to work overtime. Meanwhile, units that are behind schedule or have not ensured quality will be strictly handled.

With drastic solutions, the DT.178 project is gradually overcoming difficulties, aiming to complete 100% capital disbursement by April 2025, making an important contribution to the development of local infrastructure and economy.
